In the framework of the Council of Europe's European Human Rights Training Programme for Legal Professionals (HELP), the Council of Europe organised on 3 June, in Rabat, a training of trainers for 20 professionals from Morocco, including representatives of ministries, independent public bodies, lawyers, academics and NGO representatives.
The main objective of the event was to prepare participants to work on the contextualisation of HELP courses to the national legal environment. Participants were trained to master the online platform, the fundamentals of the HELP methodology, as well as the basics of instructional design. The tools provided will enable them to organise and deliver an effective and dynamic training course adapted to their country's specific context, needs and constraints.
The session was opened by Ms Carmen Morte Gomez, Head of the Council of Europe Office in Morocco, who said that "the qualification of national HELP tutors is particularly important. Training the trainers is crucial to ensure national ownership and contextualisation of the HELP courses according to national languages, legislation and practices".
The HELP Programme builds the capacity of legal professionals to apply human rights standards in their daily work. 50 tutors have been certified since 2019. HELP now offers courses on anti-trafficking, combating violence against women, refugee and migrant children, fighting hate speech, prevention of radicalisation, child-friendly justice and freedom of expression in Arabic.
The South Programme IV is a joint programme of the Council of Europe and the European Union, financed by the European Union and the Council of Europe and implemented by the Council of Europe.
