4th Conference of the Arab Network of Judicial Inspection Services (ARNJIS)

The European Commission for the Efficiency of Justice (CEPEJ), in collaboration with the Judicial Inspection Service of the Sultanate of Oman and the General Inspectorate of Judicial Affairs of the Kingdom of Morocco, organised the fourth Conference of the Arab Network of Judicial Inspection Services (ARNJIS) in Salalah, Sultanate of Oman, on 22, 23 and 24 September 2025.

This Conference brought together around fifty participants, representing the general inspectorates of justice that are members of the Network: Lebanon, Morocco, Mauritania, Qatar, the Sultanate of Oman, Tunisia and Jordan. Belgium, Spain, France, Italy and Portugal, as members of the European Network of Judicial Inspection Services (RESIJ), with which the Arab Network has been closely cooperating since its establishment, were also attending.

Organised under the theme “Towards a more effective judicial inspection”, the Conference focused on practical case studies addressing ethical and professional conduct issues faced by judicial inspection services, in particular:

  • public interaction between judges and lawyers and the expression of legal opinions in both physical and virtual spaces;
  • the duty of discretion, impartiality and neutrality in the face of conflicts of interest and family, social and political influences;
  • the management of risks of conflicts of interest and the obligation of continuing professional training for judges.

Each case study was presented by a member of ARNJIS or RESIJ, followed by a discussion on national practices and common solutions.

The final day was devoted to the presentation of the rapporteurs’ findings and the identification of good practices. ARNJIS members also held an internal session to coordinate their future actions and adopted the Network’s Code of Ethics.
