The Council of Europe, in cooperation with the Algerian Higher School for the Judiciary, has launched four online HELP courses on Combating Trafficking in Human Beings, Corruption Prevention, Cybercrime and Electronic Evidence, and Data Protection and Privacy Rights.
The launch event, held on 14 October 2025 in Kolea, Algeria, brought together 100 judges at the premises of the Higher School for the Judiciary. The sessions were opened by Mr. Abdelkarim, Director of the Higher School for the Judiciary, alongside a representative of the Delegation of the European Union in Algiers, who both welcomed the participants.
These HELP courses serve as comprehensive training tools designed to strengthen the knowledge of legal professionals on relevant international and European standards. They provide information on key international and European instruments, as well as their practical application across Europe and beyond.
Over the next three months, participants will complete the courses, which have been adapted to the Algerian legal framework. Each course is facilitated by a certified national HELP tutor, ensuring a tailored approach.
The implementation of the HELP courses is organised by the Council of Europe Office in Tunis as part of its Policy towards neighbouring regions, including the Neighbourhood Partnership with Tunisia 2022-2025. The event is organised with the support of the EU/Council of Europe joint initiatives South Programme V “Protecting human rights, the rule of law and democracy through common standards in the Southern Mediterranean” and CyberSouth+ project on enhanced cooperation on cybercrime and electronic evidence in the Southern Neighbourhood Region.
