The joint European Union and Council of Europe project Balance S4 "Strengthening the Safety and Service pillars of the Saint-Denis Convention" aims at supporting member States of the Council of Europe in reinforcing the implementation of the safety and service pillars of the Saint-Denis Convention at national level, in order to achieve the right balance with the security pillar.

It is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe’s Sport Division for 21 months, from January 2024 until September 2025.

Balance S4: Time for Action!

4 December 2025, 9.00 – 14.00, Stade de la Meinau, Strasbourg, France

The EU-CoE joint project “Balance S4: Strengthening the Safety and Service pillars of the Saint-Denis Convention” held its closing event at the Stade de la Meinau, following the 8th meeting of the Committee of the Saint-Denis Convention (2-3 December). The event  showcased the achievements of the joint project over the past two years, highlighting key activities, main findings, best practices and lessons learned. The Balance S4 Training Toolkit and e-learning course, developed in co-operation with the Sports Grounds Safety Authority and the University of Liverpool, were presented. The delegations and observers of the Saint-Denis Committee discussed the legacy of Balance S4, including the application of two key documents elaborated within the project, the Balance S4 Safety and Service Essentials and the Balance S4 Guidelines, and the implementation of the trainings on Safety and Service at national level.
