Awareness-raising workshop on safety at sports events
An awareness-raising workshop on safety at sports events was held on 5 December at the Stade de la Meinau, home of the football team Racing Club de Strasbourg Alsace (RCSA).
The location of the workshop has been chosen to benefit from the fact that the Stade de la Meinau is currently being renovated. Two of the architects commissioned to manage the stadium’s project, François Clément and Olivier de Crécy, had presented the upcoming works during the 25 April workshop. The 5 December workshop provided the opportunity to visit the stadium, see the achieved and ongoing works, discuss the different safety topics in a practical manner, look at the challenges encountered, and solutions found with the beneficiaries. Being at the stadium allowed each participant to have a practical look at the measures of safety being taken into account when renovating a sport venue (the Stade de la Meinau), raise questions and get answers from stadium personnel and beneficiaries.
The workshop also showcased the method for collecting information through the questionnaire and interviews with a first tier of countries. The experts will continue the data collection and carry out the analysis regarding the existing safety and service arrangements, will look into the good practices and challenges to have safer infrastructures, design considerations to embrace safety and service aiming at inclusion, diversity, accessibility and non-discrimination in and around sports venues, in national and European settings.
Cédric Kanté
Consultant - Canal + International
Born in Strasbourg, Cédric is a former professional footballer who played as a defender. Born in France, he played for the Mali national team internationally winning 41 caps.
He started his career in the youth ranks at Racing Club de Strasbourg Alsace where he signed his first professional contract at the age of 19. Cédric also played for FC Istres, ASOA Valence, Nice, Panathinaikos (Greece), Sochaux and finally Ajaccio where he ended his career.
Frédéric Thommen
Director of Major Strategic Projects at the General Services Department - Eurométropole de Strasbourg
Frédéric is a licensed architect from the Ecole National Supérieure des Arts et Industries de Strasbourg. He has spent. his whole career in the local civil service, working in project management and property management.
From 1987 to 1997, he worked has a project manager for the city of Haguenau (67500). Since 1997, Frédéric is working at the Eurométropole de Strasbourg. He occupied several positions, namely the ones of Director of Architecture and Heritage (2003-2023) and Director of Major Strategic Projects at the General Services Department (2024).
Since 2016, he is in charge of the renovation project of the Stade de la Meinau.
Olivier de Crécy
Architect - atelier rey de crécy
Olivier graduated from the Ecole d’Architecture de Paris Val-de-Marne in 2001. Since then, he has been an architect project manager at Rey-Lucquet Atelier d’Architecture. In 2008, he became an associate and co-manager at Rey-Lucquet. In 2018, Rey-Lucquet became “rey-de crécy atelier d’architecture”. The agency has been involved in the act of building for many years, contributing to a large number of public, tertiary and residential projects. The agency is also deeply involved in the debate on environmental quality through a number of projects currently under way, namely the project of the Stade de la Meinau.
François Clément
Architect - POPULOUS
François has extensive experience of all phases of design and all types of sports architecture, including stadiums, arenas, racecourses, training centres and temporary facilities. As a designer, he is also particularly adept at managing teams and interfacing with public and private project owners.
François was the project director for all Populous's involvement with the Paris 2024 Olympic Games from 2016 to 2024. François is the representative of the project management team currently working on the renovation of Strasbourg's La Meinau stadium, increasing its capacity from 26,000 to 32,000 seats.
At the same time, he is managing the design and construction teams for three stadiums in Morocco. The Moulay Abdallah stadium in Rabat, Morocco's national stadium, which with 69,00m seats will host the matches and the final of the African Cup of Nations in 2025; the Hassan II stadium, whose 115,000 seats will make it the largest football stadium in the world and will enable Morocco to host the final of the FIFA World Cup final in 2030, organised jointly with Spain and Portugal; and finally the 22,000-seat Moulay El Hassan stadium, which will enable Morocco to host the FIFA U-17 Women's World Cup Morocco 2025.
Bruno Chapel

Bruno is the Head of Operations at Racing Club de Strasbourg Alsace since December 2021. Before joining the Racing, he has been the Head of safety and security for nearly 17 years at the Lille Olympique Sporting Club.
Ken Scott
Head of Inspectorate - Sports Grounds Safety Authority (SGSA)
Ken is a Fellow of the Royal Institution of Chartered Surveyors and a former chair of its Building Control Professional Group.
He has carried out inspections, delivered training and presented papers in many parts of the world to delegates ranging from independent venues to World and National Governing Bodies, Governments and trade bodies on the subject of Safety of Sports Grounds and Crowd Management at large events.
Ken has been Head of Inspectorate at SGSA since 2016 with responsibility for leading and managing the organisations team of inspectors and helping deliver the organisations ambitious new strategy to become the worlds leading authority on sports grounds safety.
He also took the strategic lead role and is co-author of the Guide to Safety at Sports Grounds 6th edition (the Green Guide) published in 2018. The document is widely respected around the world as the leading guidance document on safety of sports grounds.
Ann Ramage
Regional Inspector - Sports Grounds Safety Authority (SGSA)
Ann joined the SGSA in August 2019 after over 30 years’ experience in managing local authority regulatory services. Ann is an Inspector for clubs in London and the South region.
Before joining the SGSA, Ann was the Director for Public Protection at the London Boroughs of Kensington & Chelsea and Hammersmith & Fulham leading both councils’ regulatory services, including licensing and environmental health. She has led teams through significant change and helped shape and implement long term public health and safety improvements.
Ann has led on local authority emergency planning and held a silver role for several years. She was part of the senior team that led on health and safety following the Grenfell Tower fire.
She has extensive experience in safety management at sporting and other events and has been the Chair of the Safety Advisory Groups for Chelsea FC, Fulham FC, and Queens Park Rangers FC for the past seven years. She has promoted collaboration and partnership across London to secure spectator safety improvements.
She is a Trading Standards Officer and a member of TSI, the professional body.

Patrick Vajda
President - International Federation for Sports Officials (IFSO)
Patrick is a specialist of risk management in large sport events. He advised 15 Olympic Games including Paris 2024. He is also a former international referee in fencing. For 4 years, he was the president of the refereeing commission of the French Fencing Federation. Additionally, he was a member of the refereeing commission of the Fencing International Federation (FIE). Patrick is a member of the AFCAM board since 1985 and its president since 2010. AFCAM brings together 236 referees and judges of French sport. He has been the Honorary President and founding partner of IFSO since may 2019.
Gwenda Stevens
Vice President - International Federation for Sports Officials (IFSO)
Gwenda is a former rowing athlete. In 1984, she participated to the World Championships Junior in Jönkoping (Sweden) in quadruple scull. Since 2000, Gwenda has been a National and World Rowing umpire, namely at the 2024 Olympic Games in Paris. She has been part of the Royal Belgian Rowing Federation since 2004 and is the president since 2013. From 2017 until now, Gwenda has also been a member of several commission within the Belgian Olympic and Interfederal Committee (BOIC). Since March 2018, she is the vice-president of IFSO and will become president in January 2025.
Stuart Dykes
Head of European Affairs - Football Supporters Europe (FSE)
Stuart is the Director of European and Institutional Affairs at Football Supporters Europe. He has extensive experience in facilitating the implementation of the Supporter Liaison Officer provision in UEFA's Club Licensing Regulations on behalf of UEFA as well as in the delivery of EU-funded projects. In April 2020, he completed the Executive Master in Global Sports Governance (MESGO) programme, graduating with a high-class distinction. His thesis had the title "Fan Dialogue in France: Impact of the Law of 10 May 2016 on Strengthening Dialogue with Supporters".
Siobhán O'Brien
Fans Relation Manager - UEFA
Siobhán O'Brien is the Fans Relations Manager at UEFA, where she plays a pivotal role in enhancing the relationship between the organisation and football supporters across Europe. With a deep understanding of fan culture and a commitment to improving the matchday experience, Siobhán works closely with various stakeholders, including supporters' groups, national football associations, clubs, and security officials.
Her responsibilities include coordinating fan engagement initiatives, addressing fan concerns, and ensuring that the voices of supporters are heard in UEFA's decision-making processes. Projects such as the development and integration of Supporter Liaison Officers in European competitions and raising the service level for fans contribute to fostering a more inclusive and supportive environment for all fans attending matches. She is a graduate of the UEFA/FIFA ‘Women in Football Leadership’ and has a Certificate in Football Management.
