All public and private stakeholders participating in football matches and other sports events will benefit from the project and may be associated, namely: 

• Public authorities responsible for sport; 
• Police;
• Safety managers, stewards, medical and first aid personnel, and firefighters;
• Sports organisations: clubs, leagues and football associations;
• Local authorities and municipalities;
• Supporter Liaison Officers (SLOs);
• Disability Access Officers (DAOs);
• Supporters and supporter organisations; and
• Athletes, Coaches and Referees.

Moreover, the project’s geographical scope comprises all the 46 Council of Europe member States.
