The Council of Europe, the European Union and the Supreme Court of the Republic of Kazakhstan will organise an international round table "Reforms of the judiciary in Kazakhstan: Addressing new challenges by using best international practices” on 27 and 28 October 2021 as a hybrid event in Nur-Sultan, Kazakhstan.
The round table will bring together the representatives of the Council of Europe and the European Union as well as the authorities of the Republic of Kazakhstan and international legal experts to discuss a number of issues aiming at enhancing functioning of the judiciary in the country, including the reform process in administrative justice, use of information communication technology tools for a more efficient justice and training programmes for legal professionals. The experts of the Venice Commission, the European Commission for the Efficiency of Justice (CEPEJ) and the Human Rights Education for Legal Professionals (HELP) will share the best practices in application of international standards in human rights and rule of law.
Zhakip Asanov, Chairman of the Supreme Court of the Republic of Kazakhstan; Kestutis Jankauskas, European Union Ambassador to Kazakhstan; Ramin Garagurbanli, President of the European Commission for the Efficiency of Justice, (CEPEJ) will participate in the event.
The round table is organised in the framework of the co-operation initiative of the European Union and the Council of Europe, Central Asia Rule of Law Programme, implemented by the Council of Europe in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan over the period of four years (2020-2023).
The meeting will take place on 27 and 28 October 2021 from 2.30pm to 7.00 pm (Nur-Sultan time). Simultaneous interpretation English-Russian-Kazakh will be provided. A link to participate in the event.

Background:
The Central Asia Rule of Law Programme 2020-2023 aims to reinforce human rights, rule of law and democracy in Central Asian countries in accordance with European and other international standards by offering assistance to reform processes, based on a demand-driven approach. The Programme provides support to the Republic of Kazakhstan in three areas:
- Facilitating the creation of a common legal space between Europe and Central Asia and enhancing human rights protection;
- Promoting transparency and action against economic crime;
- Promoting efficient functioning of state institutions and public administration.

Kazakhstan is a member of various Council of Europe bodies such as the Venice Commission and has an observer status to the European Commission for Efficiency of Justice (CEPEJ).
The Venice Commission has adopted an important number of opinions concerning the independent and efficient functioning of the judiciary in its 62 member states, including Kazakhstan. Among other texts examined upon request from the authorities, the Commission has adopted legal opinions on the country's Constitution and draft legislation related to administrative justice.
