Effective implementation of the ratified Council of Europe Conventions as well as other European and international legal standarts is of paramount importance for enhancing human rights protection in the region and moving towards creating a common legal space. The primary goal of this component is thus to improve knowledge and skills of Central Asia justice professionals in the area of human rights issues and to ensure the application of human rights principles in their daily work. In order to achieve this, full use will be made of the European Programme for Human Rights Education for Legal Professionals (HELP), which is the main educational platform of the Council of Europe for legal professionals, covering various Council of Europe Conventions. In the framework of the Action, a certain number of Central Asian judges, prosecutors and lawyers will be trained based on a selection of HELP courses adapted to the national legal orders and translated into national languages.

Working visit of a delegation of Turkmenistan to the Council of Europe

A delegation of ten representatives of Turkmen public institutions expanded their knowledge on the work of the Council of Europe during their visit to the Council of Europe Headquarters in Strasbourg (France) from 3 to 6 October 2022.

The delegation was composed of representatives of the Ministry of Foreign Affairs, the Ministry of Finance and Economy, the Ministry of Justice, the Supreme Court, the General Prosecutor's Office of Turkmenistan and the Ashgabat city Prosecutor’s Office.

They learned more about Council of Europe standards and tools in the fields of action against economic crime, human rights protection and judicial and constitutional reforms that can be put at the disposal of Council of Europe non-member States, notably in the neighbouring regions, including Central Asia.

Importantly, the visit resulted in the planning of concrete activities with Turkmen institutions in the area of transparency and action against economic crime, training of legal professionals on human rights and assistance to judicial and administrative reforms in the framework of the Central Asia Rule of Law Programme.

This working visit was organised in the framework of the Central Asia Rule of Law Programme 2020-2023, joint initiative co-funded by the Council of Europe and the European Union and implemented by the Council of Europe.
