The Steering Committee is the decision-making body of the Joint EU/CoE Programme on the setting-up of the Emerald Network (Phase II). It gathers representatives from the national authorities and the Emerald project leaders from the seven target countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, the Russian Federation and Ukraine), the project manager at the Council of Europe and the scientific expert of the project.
At this first meeting, the Steering Committee examined the progress in the project implementation during 2013, addressed shortcomings and possible issues encountered at national level during the first implementation year and planned the project activities for 2014.
