The fourth and final training course of the Rule of Law Youth Network (RoLYN) took place during the 8th Mediterranean University on Youth and Development (MedUni), held in Hammamet, Tunis, from 26 to 30 June.
RoLYN participants presented the projects funded during the cycle and were able to exchange with their peers. Six RoLYN participants have received grants from the North-South Centre and the South Programme V to support projects in their organisations. The training also addressed the development of a sustainable strategy for RoLYN members’ projects and for RoLYN’s overall mission, aiming to consolidate what has been learnt so far and extend the impact of the network beyond the formal programme.
At the MedUni, which this year focused on the theme “Empowering Youth for Digital Safety”, RoLYN participants also attended the common plenary sessions addressing in detail the challenges of digital safety from a human rights approach, as well as the Council of Europe’s legal instruments and tools for strengthening digital safety.
The training course marks the closure of first two-year RoLYN cycle, which focused on the interconnection between corruption and environmental degradation. First launched in Tunisia in 2024, the network aimed to build the capacity of yourh organisations by providing them with knowledge, tools, and a platform to engage meaningfully with Rule of Law issues.
RoLYN participants engaged in a series of capacity building activities, consisting of four trainings. These took place at the launch conference in Tunisia (March 2024), the 9th African University on Youth and Development (AUYD) in Cabo Verde (June 2024), the 23rd University on Youth and Development (UYD) in Spain (September 2024), and now at the 8th MedUni in Tunisia (June 2025). Six participants also received grants from the North-South Centre and the South Programme V to support projects in their own organisations.
The training sessions introduced Council of Europe standards and tools, as well as international standards, aiming to provide members of RoLYN with a reference framework of instruments that are relevant to their career and which can be adapted to their regional context.
Network members such as Maha Missaoui, Soulamaine Oumou, Ishraq Afaneh, and Ikram Yassamine Mekidiche are among those who implemented their expertise on the environment, asset recovery, and data protection in various activities and conferences.
Launched in March 2024 as an initiative of the Council of Europe’s North-South Centre, RoLYN engages young representatives in a series of capacity-building activities exploring the links between corruption and environmental degradation. The activities of the RoLYN are supported by the joint programme between the European Union and the Council of Europe South Programme V, “Protecting human rights, the rule of law, and democracy through shared standards in the Southern Mediterranean” – co-financed by both organisations and implemented by the Council of Europe.
The last training session of RoLYN is taking place as part of the 8th edition of MedUni, organised with the support of the joint programme between the European Union and the Council of Europe " Protecting human rights, rule of law and democracy through shared standards in the Southern Mediterranean" (South Programme V) and the Neighbourhood Partnership with Tunisia (2022-2025), in the framework of the project "Enlarging the common legal space with Tunisia", as well as through projects based on voluntary contributions from NSC members, and with the support of the Tunisian Ministry of Youth and Sports through its National Youth Observatory (ONJ).
