Ýewropa Geňeşiniň tassyklanan konwensiýalaryny şeýle hem beýleki Ýewropa we halkara hukuk standartlarynyň netijeli durmuşa geçirilmegi, sebitde adam hukuklary goragyny ösdürmek we Ählumumy Kanuny Giňişligini döretmek ugrunda möhüm ähmiýete eýe. Şeýlelik bilen, bu komponentiň esasy maksady Merkezi Aziýanyň adalat hünärmenleriniň adam hukuklary meseleleri baradaky bilimlerini we hünärlerini ýokarlandyrmak we adam hukuklary ýörelgeleriniň gündelik işlerinde ulanylmagyny üpjün etmek. Bu maksada ýetmek üçin, hukuk hünärmenleri üçin esasy okuw platformasy bolan we Ýewropa Geňeşiniň dürli konwensiýalaryny öz içine alýan, Hukukçy hünärmenler üçin adam hukuklary boýunça okuw maksatnamasy (HELP) doly ulanylar. Çäreleriň çäginde Merkezi Aziýanyň belli kazylary, prokurorlary we aklawçylary milli hukuk buýruklaryna uýgunlaşdyrylan we milli dillere terjime edilen HELP okuwlaryny saýlamak esasynda tälim alarlar.

Seminar for judges and lawyers on Protection of Women’s Rights and launch of the HELP course on Violence against Women and Domestic Violence in Kyrgyzstan

On 20-21 May the Council of Europe in co-operation with the School of Judges of the Kyrgyz Republic organised a seminar on the protection of women’s rights. It was also the occasion to launch the HELP course on Violence against Women and Domestic Violence. 34 judges and lawyers from cities all over Kyrgyzstan attended the event.

The seminar focused on judicial reasoning in domestic violence cases, engaging the participants in interactive discussions and practical workshops. They received a comprehensive overview of the European Court of Human Rights’ case law on the subject and learned how the relevant judgments are enforced. In addition, Council of Europe consultants presented the international standards in the field of domestic violence and violence against women, as well as Council of Europe legal instruments and best practices from member states.

Chynara Musabekova, the certified national HELP tutor, presented the HELP course “Violence against Women and Domestic Violence”, adapted to the Kyrgyz legal framework. This course will contribute to enabling judges and lawyers of Kyrgyzstan to apply in practice the relevant provisions and standards with a human rights and victim-centred approach. After the event, the participants registered to the tutored course, which will be delivered to them online in the coming weeks with the support and guidance of the national tutor.

During the opening, Dinara Kachkynalieva, Deputy Director of the High School of Justice under the Supreme Court of the Kyrgyz Republic, and Gulnara Turdumambetova, Director of the Training Centre for Lawyers of the Bar Association of the Kyrgyz Republic, acknowledged that violence against women is one of the prevalent forms of violence in the world and underlined the importance of the role of judges and lawyers in combatting it in Kyrgyzstan.

 

The activity was organized in the framework of the action "HELP in Central Asia", within the Central Asia Rule of Law Programme 2020-2024, a joint initiative co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
