Ýewropa Geňeşiniň tassyklanan konwensiýalaryny şeýle hem beýleki Ýewropa we halkara hukuk standartlarynyň netijeli durmuşa geçirilmegi, sebitde adam hukuklary goragyny ösdürmek we Ählumumy Kanuny Giňişligini döretmek ugrunda möhüm ähmiýete eýe. Şeýlelik bilen, bu komponentiň esasy maksady Merkezi Aziýanyň adalat hünärmenleriniň adam hukuklary meseleleri baradaky bilimlerini we hünärlerini ýokarlandyrmak we adam hukuklary ýörelgeleriniň gündelik işlerinde ulanylmagyny üpjün etmek. Bu maksada ýetmek üçin, hukuk hünärmenleri üçin esasy okuw platformasy bolan we Ýewropa Geňeşiniň dürli konwensiýalaryny öz içine alýan, Hukukçy hünärmenler üçin adam hukuklary boýunça okuw maksatnamasy (HELP) doly ulanylar. Çäreleriň çäginde Merkezi Aziýanyň belli kazylary, prokurorlary we aklawçylary milli hukuk buýruklaryna uýgunlaşdyrylan we milli dillere terjime edilen HELP okuwlaryny saýlamak esasynda tälim alarlar.

Kyrgyzstan: enhanced co-operation with national training institutions for legal professionals

The Action “HELP in Central Asia” continues the expansion of its human rights training activities in the region. Two seminars aimed at promoting human rights and the rule of law, addressed to judges and lawyers, took place in Kyrgyzstan.

On 12th July 2022 a seminar on Children rights was organised for 32 lawyers in co-operation with the in-service Training centre for lawyers under the Chamber of lawyers of the Kyrgyz Republic. Another seminar, devoted to the right to a fair trial in light of the case law of the European Court of Human Rights, took place on 13th July 2022, in co-operation with the National school of justice under the Supreme Court of the Kyrgyz Republic, with the participation of 28 judges and lawyers. Interactive training sessions offered opportunities for participants to look at relevant national legislation and judicial practice from the angle of standards and approaches set out by the European Court of Human Rights.

The events were followed by a series of bilateral meetings with the Supreme Court, the Prosecutor’s General Office, the Ministry of Justice, the Ombudsman’s Office, the Chamber of lawyers, the national human rights NGO “Adilet” and several international organisations active in the country. It resulted into concrete commitments to enhance co-operation between the Action and Kyrgyzstan to promote European human rights standards.

The activities were organised in the framework of the Action "HELP in Central Asia" within the Central Asia Rule of Law Programme 2020-2023 which is a joint initiative, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
