Implemention of international aspects of enforcement proceedings in AZERBAIJAN

Since March 2019, the Council of Europe and the authorities of Azerbaijan have been working together to improve the efficiency and quality of the judicial system. The ongoing project is implemented in the framework of the European Union/Council of Europe joint programme Partnership for Good Governance phase II (PGG II) and it aims to provide better access to justice for citizens as well as a legal and institutional modernisation of the court system.

 “The Project has been very useful in terms of studying and implementing of international aspects of enforcement proceedings. The co-operation implemented within the Project helped us to form a  new way of thinking to the profession of the enforcement agent, provided productive grounds for a detailed study of the characteristics of private and mixed enforcement systems and ensured establishment of a comprehensive database for selecting a successful model for Azerbaijan.

The project gave us an opportunity to study on-site the practice of advanced European countries, to review the recent achievements in the transfer of enforcement proceedings to the electronic system and immediate access of enforcement agents to the required information, as well as to exchange information and experience in this field.

Moreover, the Council of Europe's support was particularly important to systematize and re-draft the existing enforcement legislation of the country in accordance with international standards, receive Council of Europe experts’ opinions and hold face-to-face meetings and discussions with them in this regard.”
