Hate speech is never acceptable. Whether online or offline, it represents a threat to democracy, human rights, and the rule of law.

The Partnership for Good Governance, a joint EU and Council of Europe programme, is actively working to combat hate speech across Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine.
