What is All In Plus?
The overarching goal of All In Plus is to highlight the benefits of greater gender equality in sport. The key objectives are to ensure that the relative invisibility of women in sport and the ongoing lack of awareness about gender imbalance in sport and related issues are brought clearly to the forefront.
“All In Plus – Promoting greater gender equality in sport” (1 March 2023 – 28 February 2025) is the follow-up to the “All In – Towards gender balance in sport" joint project (1 March 2018 – 31 October 2019), aiming to provide support to public authorities and sport organisations when designing and implementing policies and programmes addressing gender inequalities in sport, and when adopting a gender mainstreaming strategy. This previous project produced a series of deliverables, including those based on the data collection campaign, the Toolkit on gender equality in sport, country factsheets, and an online library of best practices.
The All In Plus project is structured around three pillars:
Data collection and analysis in six key areas (leadership, coaching and officiating, participation, gender-based violence in sport, media/communication, gender equality policies and programmes).
Update of an online resource centre containing best practice examples.
Work with and through the media to ensure greater awareness-raising about gender inequalities in sport.
Pillar 1 – Data collection
Preparation of the data collection campaign and development of materials (awareness-raising and capacity-building resources).
Three target groups are concerned: ministries/government departments responsible for sport; National Olympic and Paralympic Committees; as well as National Federations of Olympic and Paralympic sports. A network of national data collection co-ordinators composed of one representative per country will be set up in this regard.
Data gathered through the previous ALL IN project can be accessed through the interactive dashboard “How gender equality is addressed in Europe”: All In's "Tableau Public".
Results can be viewed for each separate country and sport discipline across all 6 indicators.
Analysis, reporting and publication of the data:
Data will be collected in participating countries in the following areas:
- Coaching and officiating
- Participation (from grassroots to elite sport)
- Gender-based violence
- Policies and programmes addressing gender equality
An analytical report will be published in both English and French. In addition, country factsheets will be produced for each of the countries participating in the project.
Pillar 2 – Best practices
The library will include resources of various formats, such as guidelines, toolkits, studies, projects, policies etc.
Pillar 3 – Media sensitisation
The All In Plus project will focus on media sensitisation to raise awareness of gender inequalities in sport. Media professionals and media multipliers will receive a targeted informative session. Representatives from all EPAS member states & other partner countries will be invited to ensure the widest outreach and impact of the activity. They would be able to share good practices and raise the discussion at the national level and amongst other sport journalists and media professionals. The informative session will be organised in collaboration with the International Olympic Committee (IOC) and the European Broadcasting Union (EBU). Following the informative sessions, guidelines on best practices in this area will be published.
With this media pillar, we are taking a collaborative approach to draw on the expertise and resources of our partners and ensure that our efforts are aligned. Likewise, we will be cooperating with the countries to produce media content on women in sport, which can be further disseminate in particular across social medias.
The Council of Europe's Sport Division is responsible for the implementation of the All In Plus project. At the moment, 21 countries have expressed an interest in taking an active role in the project and have confirmed their readiness to participate in the data collection campaign.
The All In Plus project will be run in close collaboration with important partners from public authorities, sports organisations, non-governmental organisations (NGOs) and networks, and gender equality experts, who will all provide their expertise. They will be involved in various stages of the project and its activities.
