The European Union and Council of Europe joint programme Partnership for Good Governance continues to support the countries’ justice reform aiming at:

  • increasing the level of independence, professionalism, and accountability of the judiciary in the Eastern Partnership region and the efficiency of court management in line with CEPEJ recommendations.
  • establishing independent training institutions that have sufficient resources to deliver high quality training for judicial and law enforcement authorities, thus contributing to increasing public trust in the judicial systems.
  • providing support to align the legislative and policy frameworks regulating the judiciary of the Eastern Partnership countries with European standards.

The third phase of the Partnership for Good Governance includes six country-specific projects implemented in this thematic area, most of them in continuation of the previous phases and built on the results achieved so far.

Road map on dissemination of CEPEJ efficiency and quality measurement tools in all courts of Azerbaijan

The European Union and the Council of Europe continue to work in partnership with the Republic of Azerbaijan to improve efficiency of the Azerbaijani judiciary. In this regard, the Council of Europe has developed a Road map on dissemination of CEPEJ efficiency and quality measurement tools in all courts of Azerbaijan. The Road map, which is based on Council of Europe European Commission for the efficiency of justice (CEPEJ) expertise, contains steps for dissemination of relevant CEPEJ tools on nation-wide timeframes, efficiency and quality measurement.

An Action plan to facilitate planning and monitoring of the set of activities in the Road map document will be prepared together with Azerbaijani judicial authorities. The document will eventually contribute to the modernization of management methods and tools applied by Azerbaijani courts with a view to better efficiency and user satisfaction. 

The activity is being organized in the framework of the CEPEJ cooperation project "Strengthening the efficiency and quality of the judicial system in Azerbaijan" under the Partnership for Good Governance II (PGG II), which is funded jointly by the European Union and the Council of Europe and implemented by the Council of Europe.
