A delegation of the Constitutional Court of Ukraine undertook a study visit to Germany and France on 18-21 November. This visit aimed at exchanging expertise, deepen ties with European legal institutions, and advance the alignment of Ukraine’s constitutional justice with European standards.
In Germany, discussions were held at the Max Planck Institute for Comparative Public Law and International Law, followed by meetings at the Federal Constitutional Court of Germany. Key topics of discussion included the use of international and foreign law in constitutional interpretation, the constitutional complaint mechanism, and organisational practices of constitutional courts.
In France, the delegation visited the European Court of Human Rights and held a series of meetings at the Council of Europe, in Strasbourg. These discussions focused on strengthening collaboration and sharing experiences regarding the Council of Europe's standards and recommendations on the judiciary and constitutional justice, the significance of dialogue between constitutional and international courts, and the application of the European Court of Human Rights standards in Ukrainian constitutional rulings. The delegation explored the role of European partners in addressing the challenges arising from Russia’s war of aggression.
This study visit, organised in co-operation with the German Foundation for International Legal Cooperation, reaffirmed Ukraine’s commitment to European integration and demonstrated tangible progress in adopting best practices for constitutional justice, human rights protection, and institutional reform.
