Regional workshop on proliferation financing and targeted financial sanctions

A two-day regional workshop on assessing proliferation-financing risks and the implementation of targeted financial sanctions took place in Strasbourg on 25–26 November 2025. The event brought together practitioners from Armenia, Azerbaijan, the Republic of Moldova, and Ukraine.

The financing of weapons of mass destruction is becoming more sophisticated. Those involved often use complex company structures, trade flows and new payment tools to hide and move funds. This requires a timely, adequate and effective response at both national and international levels. For this reason, the workshop emphasised simple, practical measures: clearer rule, better information sharing tools, and stronger co-operation between public authorities and the private sector.

The workshop focused on practical outcomes: mapping the types of activities and sectors most at risk, sharing ways to identify the owners behind opaque companies, improving screening and freezing procedures, and strengthening supervision of banks and other reporting entities.

A major tangible result is a set of risk indicators tailored to the Eastern Partnership region that participants can use in their national risk assessments and operational work.

Shared knowledge and expertise will advance participating countries in better prevention, detection and tackling the financing of weapons proliferation. The activity is part of ongoing support to help the region build more resilient legal and institutional systems and to promote closer cross-border cooperation for security and financial integrity, addressing common challenges posed by proliferation financing and circumvention of targeted financial sanctions.


This event is part of the European Union and the Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the regional project on “Strengthening measures to prevent and combat economic crime in the Eastern Partnership region”.
