New social contract in Ukraine: Constitutional discussion on social rights

An expert discussion titled "Ukraine as a Social State in Times of Peace and War: The Constitutional Dimension” was held on 30 May 2025 in Lviv, Ukraine. The event brought together judges from Ukraine’s Supreme Court and Constitutional Court, representatives of Parliament, the Ministry of Social Policy, and leading academics and policy experts.

The discussions focused on building a shared understanding of the concept of a social state in the context of war. Participants explored the constitutional boundaries of state responsibilities and debated potential amendments to Ukraine’s Constitution to better define and safeguard social rights. The event aimed to foster inter-institutional dialogue, leading towards a shared vision for future social policy reforms, based on the rule of law, economic sustainability, and societal expectations.

The event was hosted by the Ukrainian Catholic University, in co-operation with the Council of Europe projects “Strengthening the Social Dimension in Ukraine” and “Support to Ukraine in the Implementation of Council of Europe Standards on the Judiciary”, which are implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery, Reconstruction” for 2023-2026.


This event is part of the European Union and Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Support to development of the constitutional justice in Ukraine”.
