Moldovan police database operators are better equipped to collect data on hate crimes

Throughout April and May 2025, in co-operation with the General Police Inspectorate of the Republic of Moldova, five tailor-made training sessions on data collection were organised for 162 police database operators. These activities are part of the initiative launched to support Moldovan authorities to improve and harmonise data collection methods, since 2019.

The recent cycle of trainings aimed to present and discuss the latest developments and practices on disaggregated data collection. It addressed main challenges and identified steps to improve the national date collection system, in line with European and international standards and best practices. Equipping police database operators with the necessary skills for the efficient collection and processing of data reported to the police in alleged cases of hate crimes, is an important element toward developing effective and systemic responses to discrimination and hate crimes.

Participants included statisticians and criminal investigators from districts across the Centre, North, and South of the country. Staff from the Guard Unit, who work directly with hate crime victims, also took part, alongside officers from 11 police inspectorates involved in a pilot project for the Ministry of Internal Affairs’ electronic registry. The sessions provided a platform for participants to exchange experiences, discuss practical guidelines, and explore ways of improving the data collection process.

Beyond training, the European Union and the Council of Europe continue to support the Republic of Moldova in improving both the legislation and enforcement aspects on data collection. This comprehensive support will help increase public trust in police, particularly among vulnerable persons and potential victims of discrimination and hate crimes.


These events are part of the European Union and Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Combating discrimination, hate speech and hate crimes in the Republic of Moldova”.
