Prosecutors, judges, representatives of the Justice Academy and the Ministry of Justice of Armenia participated in a two-day interactive Workshop on effective implementation of the Criminal Code and Criminal Procedure Code of Armenia, essential for adequate responses to hatred and discrimination.
During the workshop, questions of bias motivation and bias motivated crimes, effective re-socialisation policy, difference between substantive and procedural human rights obligations, discrimination characteristics according to the current Armenian legislation and Council of Europe standards were discussed. The participants had an opportunity not only to provide their views on the existing issues, but engage in a real-life case simulation exercise, sharpening their skills, expertise and judgement on precisely identifying discrimination grounds.
Thorough scrutiny and follow-up exercises related to the case-law of the European Court of Human Rights provided additional value for considering inclusive policies and approach – particularly important in the light of work of courts, on-going legislative reform, and practical challenges faced by prosecutors.
Creating a platform for direct communication between aforementioned stakeholders, the Workshop stimulated effective exchange and co-ordination in implementation of existing legal standards in this field.
