Constitutional Court of Ukraine strengthen European dialogue on fundamental values

Judges of the Constitutional Court of Ukraine participated in a conference organised by the Latvian Constitutional Court, continuing the strong and ongoing co-operation between the two institutions. The event provided a platform for exchanging experiences on strengthening constitutional resilience in times of crisis, offering valuable insights to support the further development of constitutional justice in Ukraine.

The Ukrainian delegation explored how times of instability affect institutional balance, legislative processes, and minority participation. The discussion reaffirmed the need for strong constitutional safeguards to protect the stability of institutions and ensure that governance remains inclusive, even during periods of crisis.

Together with representatives from the constitutional courts of Council of Europe member states, the Court of Justice of the European Union, the European Court of Human Rights, the Venice Commission, and other European bodies, participants discussed the impact of emergency situations on democratic institutions and fundamental rights, and shared approaches to safeguarding constitutional values in times of crisis.
Further discussions addressed the scope and limits of fundamental rights during emergencies. Participants examined how to define legal boundaries and ensure that extraordinary measures remain proportional and temporary. The exchange emphasised the importance of adapting constitutional practices to current geopolitical realities while maintaining a firm commitment to the rule of law, with the aim of strengthening national legal frameworks and reinforcing public trust in constitutional justice.
