Prison inspection's input in training now, results with better sustainability of its impact later

Prison inspectors from all three jurisdictions in Bosnia and Herzegovina are agreeing on common standards to be adhered to when inspecting applicability of the comprehensive training programme on human rights in prisons delivered over the past year within the framework of the Horizontal Facility for Western Balkan and Turkey. 

In parallel, a group of prison treatment staff is improving their skills in delivering specific treatment programmes to change offending behaviour on 21-22 February 2018 in Mostar, as part of the Action ''Enhancing human rights protection for detained and sentenced persons in Bosnia and Herzegovina''.

Both activities are part of the overall efforts of the Council of Europe to assess the impact of training delivered to prison staff in daily practice under this joint EU/CoE Action. The recent discussions with individual prison managements and Assistant Ministers of Justice for execution of criminal sanctions in Bosnia and Herzegovina prompted this process by demonstrating clear committance on the side of local prison authorities to take ownership over the training material produced and training capacities built so far. 

This combined approach of the concurring delivery of peer training by the core local training team and inspectors' oversight over the training sessions themselves, ensures better sustainability of both - knowledge and skills acquired. Training cycle under this Horizontal Facility Action in Bosnia and Herzegovina continues until June 2018.
