In April 2014, the European Union (EU) and the Council of Europe (CoE) agreed in a Statement of Intent that targeted cooperation activities with the EU’s Eastern Partnership countries - would be implemented by the CoE under a ‘Programmatic Cooperation Framework’ (PCF) - renamed the Partnership for Good Governance (PGG) in June 2017. 
 
This co-operation programme aims to strengthen the capacity of Eastern Partnership countries to implement domestic reforms to bring them closer to European standards in the fields of democracy, human rights and the rule of law. 
The PGG actions, both country-specific and regional, were designed in close consultation with national stakeholders, in the framework of the Council of Europe’s country-specific action plans and the European Union's country-specific annual action programmes, as well as association agreements where they have signed.
 

The Partnership for Good Governance (PGG) programme is aiming to provide tailor made support to the Eastern Partnership (EaP) countries to bring national legislation and practice closer to European standards in the fields of human rights, rule of law and democracy. The programme has two successive phases: PGG I (2015-2018) and PGG II (2019-2021). PGG II will run until December 2021.

Under the PGG Programme, the European Union and the Council of Europe are working together to promote the common values of rule of law, human rights and fundamental freedoms, and pluralist democracy across Europe and its neighbourhood and to provide support to the EaP countries to achieve the EU 2020 deliverables and to honour their commitments to the Council of Europe as member States.
