The overarching goal of All In Plus is to highlight the benefits of greater gender equality in sport. The key objectives are to ensure that the relative invisibility of women in sport and the ongoing lack of awareness about gender imbalance in sport and related issues are brought clearly to the forefront. 

“All In Plus – Promoting greater gender equality in sport” (1 March 2023 – 28 February 2025) is the follow-up to the “All In – Towards gender balance in sport" joint project (1 March 2018 – 31 October 2019), aiming to provide support to public authorities and sport organisations when designing and implementing policies and programmes addressing gender inequalities in sport, and when adopting a gender mainstreaming strategy. This previous project produced a series of deliverables, including those based on the data collection campaign, the Toolkit on gender equality in sport, country factsheets, and an online library of best practices.

The All In Plus project is structured around three pillars:

Pillar 1

Data collection and analysis in six key areas (leadership, coaching and officiating, participation, gender-based violence in sport, media/communication, gender equality policies and programmes).

Pillar 2

Update of an online resource centre containing best practice examples.
 

Pillar 3

Work with and through the media to ensure greater awareness-raising about gender inequalities in sport.

Project process
Partners

The Council of Europe's Sport Division is responsible for the implementation of the All In Plus project. At the moment, 21 countries have expressed an interest in taking an active role in the project.

The All In Plus project will be run in close collaboration with important partners from public authorities, sports organisations, non-governmental organisations (NGOs) and networks, and gender equality experts, who will all provide their expertise. They will be involved in various stages of the project and its activities.
