Preliminary examination of individual constitutional complaints: working group discussion

On 19 April 2024, a working group brought together staff of the Secretariat of the Constitutional Court of Ukraine to discuss the content and scope of the preliminary examination of applications to the Constitutional Court of Ukraine (filtration of the constitutional individual complaints) in Kyiv. 

Held in the framework of the EU/Council of Europe Partnership for Good Governance, this workshop focused on:

  • The best practices of the Council of Europe member states concerning the content and scope of preliminary examinations of constitutional individual complaints;
  • The content and scope of preliminary examinations of constitutional individual complaints by the Constitutional Court of Ukraine.

Oleh Pervomaiskyi, Judge of the Constitutional Court of Ukraine, and Larysa Biriuk, the First Deputy Head of the Secretariat, Head of Department for organisation of work of the Constitutional Court of Ukraine, and 20 staff members of the Court’s Division of Preliminary Examination of Constitutional Complaints and Divison of Preliminary Opinions participated in the working group discussion.

The European Union and the Council of Europe are working jointly in the framework of their Partnership for Good Governance (PGG) to support the development of constitutional justice and strengthen the functioning of the Constitutional Court of Ukraine in line with European standards. Through the PGG project “Support to development of the constitutional justice in Ukraine” they contribute to more efficient procedures and increased quality of legal interpretation with due regard to the applicable standards, including those based on the European Convention on Human Rights and the Charter of Fundamental Rights of the European Union.


This event is part of the European Union and Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Support to development of the constitutional justice in Ukraine”.) The project builds on previous support of the Council of Europe to strengthen justice in Ukraine, including in  context of previous phases of PGG (Phase I 2015-2018 and Phase II 2019-2023.
