New Guidelines on data collection practices relevant for women’s access to justice have been published to support authorities in the Eastern Partnership region in strengthening the collection and use of gender-sensitive justice data.

The publication provides practical, evidence-based guidance for justice sector institutions, national statistical offices and other public authorities on how to design, collect, manage and use data related to women’s access to justice. Building on the UN Women/Council of Europe Framework for Measuring Access to Justice, the guidelines translate international standards into practical steps adapted to the regional context.

The document outlines key principles for high-quality, ethical and inclusive data collection. It highlights the importance of collecting comparable data, ensuring strong co-ordination between institutions and protecting sensitive information. It also identifies priority data areas and indicators where it is particularly important, including legal and policy environment, the functioning of justice institutions, and women’s experiences when seeking justice, including in cases of violence against women.


The guidelines were developed as part of the European Union and the Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the regional project “Women's Access to Justice: implementing Council of Europe gender equality and violence against women standards”.
