Upholding equality through peer exchange between Ombuds-institutions from Montenegro and Azerbaijan

The Ombudsperson offices of the Republic of Azerbaijan and Montenegro met in Budva to exchange practices and experiences related to anti-discrimination; protection of vulnerable groups’ rights, gender equality, and on the dialogue with civil society organisations.

During this study visit, participants engaged in interactive sessions where they exchanged views on the role of Ombudsperson institutions in protecting human rights and addressing challenges such as gender-based violence and hate speech. Discussions highlighted the importance of promoting equal access to services for persons with disabilities.

The programme further explored opportunities for enhancing co-operation with civil society and media, as well as approaches to applying international human rights standards and mechanisms in daily practice.

This peer learning exchanged helped broaden participants’ understanding of effective methods for engaging with vulnerable groups and reinforced collaboration between the participating institutions.


This event was organised within the framework of the project on “Promoting Equality in Azerbaijan”, that is part of the joint European Union and Council of Europe programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
