Building capacity: Armenia established a network of mediation trainers

Armenia has taken another important step in strengthening mediation as a cornerstone of its justice reforms. From 5 to 9 September 2025, twelve mediators completed an intensive Training of Trainers course. They are now ready to train the next generation of mediators across the country.

This achievement builds on the establishment of a pool of 120 qualified mediators, to meet the mandatory mediation requirements for family law disputes introduced by the 2022 amendments to the Civil Procedure Code. By developing a pool of trainers, Armenia is ensuring the long-term sustainability of mediation and embedding this practice more deeply within its justice system.

The training combined theory with practical exercises, to strengthen both professional competence and confidence. The new trainers will help expand the availability of mediation services, ease the workload of courts, and make justice faster, more accessible, and more citizen-friendly.

Davit Gharibyan, Director of the Centre for Legislative Development of the Ministry of Justice, expressed his gratitude for the support and underlined the importance of this initiative for strengthening Armenia’s mediation system.

Through the joint efforts, the European Union and the Council of Europe remain committed to supporting Armenian authorities in modernising the justice system and promoting people-centred justice.

This event is part of the European Union and Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Support to the Justice Reform in Armenia”.
