CEPEJ continues to support the improvement of the efficiency of courts and the quality of judicial services in the Republic of Moldova

In the framework of the project “Support to further strengthening the efficiency and quality of the judicial system in the Republic of Moldova”, an expert mission aimed at addressing the steps for the dissemination of the European Commission for the Efficiency of Justice (CEPEJ) tools in all courts of the Moldova took place on 25-26 February 2020. It was based on the results of a court coaching programme implemented between 2015 and 2017. Discussions were conducted with national authorities on the publication of judicial statistics by the example of the CEPEJ-STAT dynamic database, and on a set of key performance indicators and other records to be applied with a view to evaluating the impact of judicial reforms in Moldova.

CEPEJ experts from Slovenia, Italy and Latvia presented to their Moldovan peers the experience of the respective countries in continuously improving the evaluation of courts’ performance and in promoting higher standards of efficiency, accountability and quality of judicial services. While visiting the Chisinau Court of Appeal, the experts got acquainted with the latest version of the IT case management system applied in Moldovan courts and its advanced features. Representatives from the key Moldova partner institutions, such as the Ministry of Justice, the Superior Council of Magistracy, and the Agency for Courts Administration, as well as development partners and non-governmental organisations actively involved in the reforms of the justice sector took part in the consultations. The aim of this mission was to allow the CEPEJ experts to develop a set of specific recommendations and proposals for activities with a view to supporting the implementation of the project’s objectives.

The project “Support to further strengthening the efficiency and quality of the judicial system in the Republic of Moldova”, launched in December 2019 for a period of 24 months, is part of the Council of Europe / European Union Partnership for Good Governance 2019-2021 for Eastern Partnership countries (PGGII). It is funded by the European Commission and the Council of Europe and implemented by the Council of Europe.
