Online discussion of the assessment of the methodology and the procedure for the performance evaluation of judges

On 30 March 2021 an online discussion on the ''Assessment of the methodology and the procedure for the performance evaluation of judges” took place in the framework of the project ''Support to the judicial reform – enhancing the independence and professionalism of the judiciary in Armenia,'' funded by the European Union and the Council of Europe and implemented by the Council of Europe.

One of the Project components is focused on the assessment of legislation related to the justice system of Armenia and the provision of recommendations as to strengthening the independence, impartiality and efficiency of the judiciary in Armenia, in line with the Council of Europe standards.

In March 2020, the National Assembly of the Republic of Armenia adopted the Law on Amendments and Addenda to the Judicial Code and 13 related laws, which entered into force in May 2020. Some essential parts of the amendments of the Judicial Code concern the performance evaluation of judges. The performance evaluation of judges was introduced by the Armenian legislation yet in 2014 and was included in the new Judicial Code adopted in 2018. The performance evaluation of judges was significantly modified by the above-mentioned amendments introduced in the Judicial Code in 2020, following which in August 2020 the Supreme Judicial Council of the Republic of Armenia adopted the Decision No SJC-53-N-9 on the methodology and the procedure for the performance evaluation of judges.

The online discussion was conducted by the international consultant Ms Nina Betetto, the President of the Consultative Council of European Judges (CCJE).

The aim of the discussion was to present the results of the assessment of the methodology and the procedure for the performance evaluation of judges in Armenia.

The discussion was attended by the representatives from the Ministry of Justice, the Supreme Judicial Council, the Court of Cassation, the European Commission.

This event was organised in the framework of the project Support to the judicial reform – enhancing the independence and professionalism of the judiciary in Armenia,” funded by the European Union and the Council of Europe in their Partnership for Good Governance II (2019-2022).
