Within the framework of the Joint European Union / Council of Europe project “Promoting Human Rights and Minority Protection in South East Europe”, an independent research institution, The College of Europe, has been commissioned to carry out a participatory action research throughout the implementation phase of the 36 local projects within the seven Beneficiaries. The College of Europe took on the task to prepare a baseline study of the state of minority rights in South East Europe and the Project’s impact in the 36 selected municipalities beneficiaries of the small grant scheme within the Project.
