Supporting the strategic development and functioning of the Tunisian National Authority for the Prevention of Torture

A significant step in the establishment of the Tunisian national preventive mechanism (NPM) was marked by the consecutive working sessions held in Tunis on 2, 8-9, 16-18 June and 18 July 2016 on the topic of the 2016-2017 financial resources and workplan of the National Authority for the Prevention of Torture (INPT). The meetings gathered Council of Europe experts with representatives of international agencies such as the World Organisation Against Torture (OMCT), the Association for Prevention of Torture (APT), the United Nations Development Programme (UNDP) and members of the INPT for a discussion and development of budget proposals which were submitted to the government in end of June. Discussions of the various practical aspects of the NPM’s implementation have covered matters relating to the internal organisation of the instance, its working methodology as well as elements of the programme of activities foreseen until end of 2017. In the last gathering, the INPT members’ review of this initial phase of support praised results achieved so far, followed by a reflection on the upcoming, second phase focused on the implementation of a training plan which will allow INPT members to fully and effectively perform their tasks.
