The Republic of Moldova advances reforms with European Union and Council of Europe support

From modernising courts’ management system to strengthening the protection of women’s rights and advancing democratic reforms, the Republic of Moldova is making tangible progress with the support of the European Union and the Council of Europe’s joint programme “Partnership for Good Governance”.

At the programme’s third annual meeting held in Chisinau today, national authorities together with the European Union and the Council of Europe, welcomed concrete achievements and reaffirmed the country’s commitment to improving the lives of citizens.

"The areas covered by the Partnership for Good Governance, together with the new Council of Europe Action Plan for the Republic of Moldova 2025-2028, provide considerable and firm support to the country,” underlined Victor Lapusneanu, Head of the Multilateral Cooperation Directorate, Ministry of Foreign Affairs of the Republic of Moldova, “given the need to honour its obligations to the Council of Europe, to implement the highest standards and best practices, and to continuously strengthen democracy and democratic institutions - essential in the European path of the Republic of Moldova."

Claus Neukirch, Director of Programme Co-ordination, Council of Europe, stressed that “through this joint programme, we provide targeted support to the European path of the Republic of Moldova. By strengthening justice, combatting money-laundering, tackling discrimination and hate crime we foster democratic security in these challenging times.”

Echoing this, Martina Spernbauer, Team Leader for Governance, Delegation of the European Union to the Republic of Moldova, highlighted the programme’s direct impact on the country’s reform agenda “The Partnership for Good Governance projects are playing an invaluable role in supporting some of the key fundamental reforms the country is committed to undertake on its European path. Successful implementation of these projects has a direct impact on meeting reform agenda steps under the growth plan and rule of law roadmap commitments.”

Concrete results are already visible. Courts are becoming more transparent and efficient thanks to the “JUSTAT AIS” electronic system, while a new tool to reduce case backlogs is being developed to ensure trials are held within a reasonable time, thereby contributing to strengthening citizens’ trust in justice. Legislation and training initiatives increase the country’s ability to prevent money laundering and terrorism financing, bringing national practice closer to European standards. Important progress has been made in protecting women’s rights through new measures against all forms of violence, including online abuse. At the same time, the management of cases of discrimination and hate crimes has been further aligned with European standards, helping institutions and civil society respond more effectively.

The “Partnership for Good Governance” supported the Republic of Moldova’s participation in regional networks across the Eastern Partnership and South-East Europe, creating opportunities to exchange on best practices and strengthen regional networking and co-operation for joint issues such as combating money laundering, strengthening equality bodies, the police and civil society organisations, and countering hate and intolerance.
