The conference "Combating labour trafficking in Europe: standards, realities and new strategies for action" will be held on Tuesday and Wednesday, 20 and 21 September 2022, at the Mona Plaza Hotel (donji Dorćol hall, 1st floor), Cara Uroša 62-64 str. in Belgrade.

Introductory remarks will be given by:

  • Tobias FLESSENKEMPER, Head of the Council of Europe Office in Belgrade
  • Gordana COMIC, Minister for Human and Minority Rights and Social Dialogue, Serbia
  • Petya NESTOROVA, Executive Secretary of the Council of Europe Convention on Action against Trafficking in Human Beings
  • Diane SCHMITT, European Union Anti-Trafficking Co-ordinator (online)

After the introductory speeches, the conference is scheduled to hear the testimonies of former victims of trafficking for the purpose of labour exploitation (Mr Seudin ZOLETIC and Mr Marko TAMINDZIJA, two of 33 applicants in the “Zoletic and Others v. Azerbaijan” case before the European Court of Human Rights) and debate on standards, realities and new strategies for action to combat labour trafficking.

Reports by the Council of Europe Group of Experts on Action against Trafficking in Human beings (GRETA) show that trafficking for the purpose of labour exploitation has become the prevalent form of exploitation in some of the State Parties to the Council of Europe Convention on Action against Trafficking in Human Beings. Building on work by GRETA and lessons learnt from the anti-trafficking projects implemented in Bosnia and Herzegovina, North Macedonia and Serbia, the conference will aim at increasing the understanding of the scope and nature of labour trafficking in the Western Balkans, existing challenges and strategies for overcoming them. The conference will be an opportunity to present recent work by the Council of Europe and other international organisations, focusing on prevention strategies, strengthening the role of labour market actors and the private sector, and overcoming challenges to victims’ access to justice and effective remedies.

The conference will begin on 20 September at 09:30.The introductory panel and the first debate are open to the media (09:30 – 12:30). During that time, a media corner will be open for any media inquiries. Simultaneous interpretation into English/Serbian/Macedonian will be provided.

The conference will be broadcast live. Media interested in following it through video link should register by sending an e-mail to [email protected]
