The recent outbreak of COVID-19 has caused students with disabilities to be additionally vulnerable, due to the lack of comprehensive methodologies that would allow them to actively participate in learning processes. The action “Quality education for all in Montenegro” had decided to support the development of the guidelines that would enable the education institutions to successfully tackle this issue, thus ensure successful learning experience for this group of students.

An online presentation of the draft Guideline for adjusting the learning process and participation of university students with disabilities to vice-deans and other managerial staff of public and private universities in Montenegro was held on 17 July 2020. The presentation was delivered by the national consultant along with experts from the Ministry of Education and the Bureau for Educational Services.

Participants learned about the characteristics and specifics of concrete developmental disability and difficulties, and how to organise, adjust and select strategies for teaching for these students. They also looked at which teaching and assistive aids, devices and technology can be used for successfully working with such students.

The transitional plan was also presented to help prepare teaching staff, other students and faculty administration to ensure that students with disabilities achieve the smoothest possible transition both from secondary to university education level and from the education system to the labour market - employment. This document offers recommendations and instructions for their adequate treatment.

Both the development of the guideline and the presentation itself were organised within the framework of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022” and its action on “Quality education for all” in Montenegro.
