Guidelines on processing domestic violence cases available to the professional and wide public

Guidelines for prosecutors and police on processing domestic violence cases were developed in co-operation with the Women's Rights Centre. The aim of the document is to facilitate the work of police and prosecution in processing domestic violence cases through precise instructions, as well as to strengthen the position of the victim in the proceedings and determine the responsibility of the perpetrator.

The document is based on the Istanbul Convention standards, EU Directive 2012/29/EU on establishing minimum standards for the rights, support and protection of victims of crime, relevant national law and subordinate legislation, Protocol on treating, preventing and protecting women from violence and domestic violence, as well as the Standard Operating Procedures for intersectoral co-operation in the work with the children victims of violence and abuse developed by the Institute for Social and Children Protection with the support of UNICEF.

This publication was developed within the joint European Union and Council of Europe actionImproved procedural safeguards in judicial proceedings in Montenegro” (2019 – 2022), and is printed through the joint action “Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro”, which is a part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”.
