Discussing amendments to the legal framework on prevention of corruption with Montenegrin stakeholders

Twenty-five representatives of institutions of Montenegro and civil society, participated in a Roundtable “Law on Prevention of Corruption: Position, competencies and powers of the Agency for Prevention of Corruption”, organised on 21 April 2022, in Podgorica, Montenegro.

The objective of the round table was to present the Analysis of the Law on Prevention of Corruption which compares current legal provisions with international standards in terms of operational, functional and financial independency of the Agency for Prevention of Corruption, its composition, areas of competence and investigative and sanctioning powers, and proposes amendments that would improve its effectiveness and efficiency.

The roundtable also served as a platform to discuss existing ambiguous interpretations of the Law, which are detrimental for the capacities of the Agency for Prevention of Corruption, its financial management and human resources policies. Potential risks of political pressure were highlighted and methods for addressing them through legislative changes proposed.

The roundtable was organised within the framework of the Action against economic crime in Montenegro, which is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019 – 2022”.
