MEDIA ADVISORY: New survey on discrimination in Montenegro, including in the COVID-19 context, to be presented on Friday

Results of a new survey on trends in discrimination in Montenegro will be presented in an online meeting on Friday, 27 November 2020, from 10:00 to 12:30.

This is the first comprehensive survey on discrimination conducted since 2018, and the first one taking into account the COVID-19 context. It is funded jointly by the European Union and Council of Europe and is carried out in partnership with the Ombudsman Office and the Ministry of Human and Minority Rights of Montenegro.

The survey was conducted by the Center for Democracy and Human Rights. Face-to-face survey method was applied in the nation-wide research; the sampling is representative of the entire adult population of Montenegro. The total of 1,035 interviewees took part in the research from 11th to 19th September 2020.

Introductory remarks will be given by:

  • Evgenia Giakoumopolou, Head of Operations, Council of Europe Programme Office in Podgorica
  • Nerma Dobardzic, Deputy to the Ombudsman of Montenegro

The survey is meant to help institutions, civil society organisations, media and the public to identify key challenges to reducing social exclusion and combating rising phenomena in the spectrum of discrimination, such as hate speech and hate crime, notably of a homophobic nature. The study also seeks to links perceptions of discrimination and specific issues arisen during the COVID-19 pandemic.

The online presentation and the debate involving various institutions and civil society organisations will begin at 10:00 and are open to the media. Due to COVID-19 restrictions, media will be able to follow it through a video link: https://bit.ly/35K3Je5.
Interpretation from English to Montenegrin will be provided.

The survey was prepared under the Action on promotion of diversity and equality in Montenegro, as part of the European Union/Council of Europe joint programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, implemented by the Anti-Discrimination Department of the Council of Europe. As part of this action, work is carried out with partners in Montenegro in line with the 2017 recommendations of the Council of Europe’s Commission against Racism and Intolerance.
