Bu alanda yürütülecek çalışmalarda, Avrupa standartları uyarınca ifade özgürlüğü ve medya özgürlüğünün desteklenmesine odaklanılacaktır. Hedef gruplar; hukukçular (hâkimler, savcılar, avukatlar), kolluk kuvvetleri, Medya Düzenleme Otoriteleri, medya mevzuatı ve gazetecilikle ilgili konulardan sorumlu devlet kurumlarının yanı sıra medya aktörlerinden (gazeteciler, gazeteci dernekleri, özdenetim organları, hukuk ve gazetecilik bölümü öğrencileri ve diğer medya kuruluşları) oluşmaktadır. Verilerin korunması ve kamuya açık bilgilere erişim konuları, ifade ve medya özgürlüğünün korunması teması içinde ön plana çıkmaktadır.

Marking 2022 human rights days by increasing students’ awareness on hate speech

A lecture on Freedom of Expression and Hate Speech, in the framework of the teaching program for law students, was hold in Peja/Pec on 13 December 2022. The occasion was the marking of the 2022 Human Rights Day; law students of the University "Haxhi Zeka" (Universiteti Haxhi Zeka) in Peja/Peć had the opportunity to hear about the European human rights standards on fighting hate speech while protecting freedom of expression.

The conflict of these two rights triggered students to pose questions which created a lively discussion among all those present. Specific focus was provided on the Council of Europe Recommendation on Hate Speech, adopted in May 2022 by the Committee of Ministers, which was presented by the Secretariat of the Experts’ Committee who drafted this legal tool.

The activity was organised within the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, and its action on “Promotion of diversity and equality ” and “Freedom of Expression and Freedom of the Media”, in cooperation with the University Haxhi Zeka of Peja/Pec.
