Bu alanda yürütülecek çalışmalarda, Avrupa standartları uyarınca ifade özgürlüğü ve medya özgürlüğünün desteklenmesine odaklanılacaktır. Hedef gruplar; hukukçular (hâkimler, savcılar, avukatlar), kolluk kuvvetleri, Medya Düzenleme Otoriteleri, medya mevzuatı ve gazetecilikle ilgili konulardan sorumlu devlet kurumlarının yanı sıra medya aktörlerinden (gazeteciler, gazeteci dernekleri, özdenetim organları, hukuk ve gazetecilik bölümü öğrencileri ve diğer medya kuruluşları) oluşmaktadır. Verilerin korunması ve kamuya açık bilgilere erişim konuları, ifade ve medya özgürlüğünün korunması teması içinde ön plana çıkmaktadır.

Improving cooperation between parliamentarians and journalists for greater accountability and transparency of the Assembly in North Macedonia

The joint European Union and Council of Europe action on Freedom of expression and freedom of the media in North Macedonia (JUFREX), in co-operation with the Association of Journalists of Macedonia (AJM), organised an inter-professional webinar with journalists and representatives of the parliament (MP) to discuss the mutual co-operation for greater accountability and transparency of the Assembly of North Macedonia.

The President of the Assembly of the Republic of North Macedonia, Mr Talat Dzaferi, in his welcoming speech confirmed the efforts of the Assembly always to be open and accessible to the journalists and the media, thus reaching the citizens, the non-governmental organizations and the international public. He mentioned the regular monthly briefings organized by him for the media and journalists, that are being organized even during the pandemic, as well as the next steps the Assembly is working on in terms of improving the transparency of its work. Mr. Dzaferi concluded by adding that this cooperation is of outmost importance for a democratic society and that the Assembly shall work on increasing its transparency, but journalists and media shall focus more on the professional standards of journalism when reporting from the Assembly.

The Head of the Information Society Department of the Council of Europe, Mr. Patrick Penninckx, focused on the importance and the symbolic of the relationship between Parliamentarians and media. He stressed that Members of Parliament (MP) and the Assembly rely upon the media to deliver their message and opinions to the general public. On the other hand, the media plays an important role in monitoring the work of the MPs and parliament that can result in a critical analysis of their work. This relationship is unavoidable in a multi-party system in which the media is ensured of freedom of expression. In this framework, journalists should be provided with enhanced access to MPs and facilities through the use of press badges or passes, thus ensuring they can move relatively freely within the institution. The work that journalists do helps democracies to thrive.

This event was a follow-up to the latest policy paper published in the framework of JUFREX, prepared by two experts from the journalism sector, assessing the state-of-play in the co-operation between parliamentarians and journalists. The policy paper also provides key recommendations on how to improve this cooperation, with a particular focus on promoting advancement of freedom of expression and through the legal framework in the media sector. Key points from this policy paper were presented and discussed during the Webinar.

Journalists, MPs and Council of Europe experts had the opportunity to exchange on the actual situation in regard to the transparency of the Assembly of the Republic of North Macedonia.Some good practices from the EU on improving and increasing transparency and accountability for ensuring freedom of expression and the public's right to receiving information in democratic society were shared during the event. Based on the exchange of international experience, largely drawing on the existing Council of Europe’s standards, the webinar will assist North Macedonia as Council of Europe member state in its efforts to improve journalists’ protection and their freedom of expression, when it comes to the co-operation with the parliamentarians.

This thematic webinar was organised under the EU & Council of Europe joint programme “Horizontal Facility for Western Balkan and Turkey 2019-2022” and the action on “Freedom of Expression and Freedom of the Media in North Macedonia (JUFREX)” in cooperation with the partner organisation Association of Journalists of Macedonia (AJM).
