Bu alanda yürütülecek çalışmalarda, Avrupa standartları uyarınca ifade özgürlüğü ve medya özgürlüğünün desteklenmesine odaklanılacaktır. Hedef gruplar; hukukçular (hâkimler, savcılar, avukatlar), kolluk kuvvetleri, Medya Düzenleme Otoriteleri, medya mevzuatı ve gazetecilikle ilgili konulardan sorumlu devlet kurumlarının yanı sıra medya aktörlerinden (gazeteciler, gazeteci dernekleri, özdenetim organları, hukuk ve gazetecilik bölümü öğrencileri ve diğer medya kuruluşları) oluşmaktadır. Verilerin korunması ve kamuya açık bilgilere erişim konuları, ifade ve medya özgürlüğünün korunması teması içinde ön plana çıkmaktadır.

Cascade training on hate speech for judges, prosecutors, and police representatives of Republika Srpska

Cascade training on hate speech for the judiciary and police members of Republika Srpska gathered 16 participants. Training on criminal-law aspects of hate speech has been conducted through the discussion on international framework in Bosnia and Herzegovina, a two-track approach of European Court for Human Rights and the relevant case-law of Constitutional Court of Bosnia and Herzegovina. In addition, hate speech was explored through the example of Croatia and the application of European standards in the judiciary. Experts have also talked about hate speech and the internet.

On the second day of the training, participants had the opportunity to verify the new information gained on the first day, through the simulation of the procedure in line with European Court of Human Rights, through the moot court simulation exercise.

The seminar was held in person, excluding the Council of Europe international expert, Sandra Benčić who participated online, whereas local educators Aid Hanušić, President of the Basic Court in Bijeljina, and Sanja Tadić Stojisavljević, prosecutor at the Public prosecutor’s office in Banja Luka and participants had the chance to exchange ideas and practice at the seminar venue in Teslić. This event was organised in partnership with the Center for Judicial and Prosecutorial Training of Republika Srpska.

This training was organised within the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, and its action on “Freedom of expression and freedom of the media in Bosnia and Herzegovina (JUFREX)”.
