Bu alanda yürütülecek çalışmalarda, Avrupa standartları uyarınca ifade özgürlüğü ve medya özgürlüğünün desteklenmesine odaklanılacaktır. Hedef gruplar; hukukçular (hâkimler, savcılar, avukatlar), kolluk kuvvetleri, Medya Düzenleme Otoriteleri, medya mevzuatı ve gazetecilikle ilgili konulardan sorumlu devlet kurumlarının yanı sıra medya aktörlerinden (gazeteciler, gazeteci dernekleri, özdenetim organları, hukuk ve gazetecilik bölümü öğrencileri ve diğer medya kuruluşları) oluşmaktadır. Verilerin korunması ve kamuya açık bilgilere erişim konuları, ifade ve medya özgürlüğünün korunması teması içinde ön plana çıkmaktadır.

Cascade training on hate speech for judges, prosecutors and police representatives of Republika Srpska

Cascade training on hate speech for the judges, prosecutors and police members of Republika Srpska, gathered participants from Banja Luka, Doboj, Kozarska Dubica, Trebinje and Višegrad. Training on criminal-law aspects of hate speech has been conducted through the discussion on international framework in Bosnia and Herzegovina, a two-track approach of European Court for Human Rights and the relevant case-law of Constitutional Court of Bosnia and Herzegovina. Experts have also had presentations about the hate speech on the internet.

On the second day of the training, participants had the opportunity to be educated on the internet hate speech from the perspective of the BH Police and to verify the new information gained on the first day, through the simulation of the court procedure and in line with European Court of Human Rights.

Educator on this training was Sevima Sali Terzić, international expert of Council of Europe including local educators Aid Hanušić, President of the Basic Court in Bijeljina, and Saša Petrović, from the Federal Polica Administration. This event was organised in partnership with the Centre for Judicial and Prosecutorial Training of Republika Srpska.

This training was organised within the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, and its action on “Freedom of expression and freedom of the media in Bosnia and Herzegovina (JUFREX)”.
