The second meeting of the Beneficiary Steering Committee of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, will be held on 25 March 2021 starting from 9:00.

After opening remarks, keynote speakers will address the participants (9:20 – 9:50):
- Vladimir Leposavić, Minister of Justice, Human and Minority Rights of Montenegro
- Sergej Sekulović, Minister of Interior of Montenegro
- Tamara Srzentić, Minister of Public Administration, Digital Society and Media of Montenegro
- Vesna Bratić, Minister of Education, Science, Culture and Sports of Montenegro
In the meeting, key achievements of the Horizontal Facility actions implemented in Montenegro in the previous year, as well as plans for the future, will be presented to the media and beneficiary institutions.
The event will be held online; its introductory session (9:00-9:50) and closing session (from 12h00) are open to media. Media will be able to follow the event via video link, upon preliminary registration. Interested media representatives should register by sending an e-mail to [email protected] by 24 March (COB). Simultaneous interpretation will be provided.
The “Horizontal Facility for the Western Balkans and Turkey 2019-2022” is a joint initiative of the European Union and the Council of Europe that enables the beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with the European standards, including where relevant within the framework of the EU enlargement process.
The second phase of the programme, being conducted between 2019 and 2022 with an increased dedicated funding of €41 million builds on the results of the first phase and broadens the scope of the initiative with its stronger regional dimension. In Montenegro €4.7 million have been allocated for seven actions, covering all the key areas of the Horizontal Facility - justice reform, human rights protection, prison and police reform, fight against economic crime, fight against discrimination and inclusive education, as well as freedom of expression and freedom of the media.
