Call for proposals: support to civil society organisations in fighting discrimination during COVID-19 crisis - “Promotion of diversity and equality in Bosnia and Herzegovina”

Under the framework of the European Union/Council of Europe joint programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, and its action on “Promotion of diversity and equality in Bosnia and Herzegovina”, the Council of Europe is launching a call for proposals with the aim to fund specific measures to favour inclusion and combat inequalities of vulnerable groups, and/or raise awareness against hate speech targeting these groups in the specific context of the spread of the COVID virus in the Bosnia and Herzegovina.

The deadline for the submission of application is 11 May 2020 (at 17:00 CET). Applications should be sent to the following e-mail address: [email protected]

In accordance with the Article 8.4 of Rule 1374 of 16 December 2015 on the grant award procedures of the Council of Europe and regarding the Call for Proposals for a grant for civil society organisations in fighting discrimination during COVID-19 crisis published on 29 April 2020, below please find reply to the respective question.

Q1. What is the allowed percentages for budget items in the Call documents (eg allowed percent of total budget for Staff etc.)

A1. According to Article 6 of the Rule 1374 of December 2015 on the eligible costs, the percentage for administrative expenses should be decided on the basis of sound financial management, cost-effectiveness, sustainability of the proposed actions and estimated necessity for these costs.

 

Q2: The deadline for submitting application was May 7, and yesterday we noticed that it has been extended until May 11. We would like to get the confirmation that the new deadline is May 11?

A2: The new deadline for sending application is May 11, 2020.

 

Q3: We would also have a question regarding the budget, precisely whether this project will be exempted from payment of VAT and if not whether VAT in that case is eligible cost?

A3: The projects under the grant procedures will not be exempted from payment of VAT, but VAT costs are eligible under our grant procedures, are to be included in the proposed budget and are to be considered eligible in the final financial report.
