Assessing human rights institutions and anti-discrimination mechanisms in Kosovo*

In the process of reinforcing human rights and anti-discrimination mechanisms in Kosovo, based on European standards and best practices, an assessment of the main institutions dealing with human rights, is taking place with the support of the EU and Council of Europe joint Programme, Horizontal Facility for the Western Balkans and Turkey 2019-2022. Under the Action ‘Promotion of diversity and equality in Kosovo’, a team of Council of Europe experts, composed of Mr. Nils Muiznieks and Ms. Ivana Roagna, visited during 21-23 November 2019 the Office for Good Governance, the Ombudsperson in Pristina and met with representatives of the Ministry of Justice, the Ministry of European Integration and local NGOs. The objective of these consultations was to better understand from the main stakeholders the functionality of the existing mechanisms, needs of citizens and challenges faced by human rights institutions, especially regarding the implementation of anti-discrimination policies.

The assessment report with concrete recommendations to be delivered after finalisation, will provide important input for the future reforms related to human rights institutions and policies in Kosovo. These recommendations will also serve in the preparation of the capacity building plan and design of activities that will contribute towards reinforcing the human rights mechanisms protection.

This assessment was organised under the Action ‘Promotion of diversity and equality in Kosovo’, which is part of the second phase of the programme "Horizontal Facility for the Western Balkans and Turkey", funded by the European Union and the Council of Europe and implemented by the Council of Europe.
