Members of the prosecution service of Montenegro peer-to-peer study visit to Slovenia on ethics and accountability

 

Prosecutorial ethics and accountability were in the focus of the peer-to-peer study visit to Ljubljana, organised for members of the new Prosecutorial Council, the State Prosecution Office and the Ministry of Justice of Montenegro.

The aim of the visit was to promote good practices of the Council of Europe member states and to showcase the evolvement of the Slovenian prosecutorial system in the context of pre-and post-EU accession process to the Montenegrin delegation, chaired by the Acting Supreme State Prosecutor Ms Maja Jovanović. The study visit also touched upon recommendations to Montenegro and Slovenia from the 4th Evaluation Round of the Group of States against Corruption (GRECO), addressing corruption prevention in respect of members of parliament, judges and prosecutors.

Meetings were organised with the representatives of the Slovenian judicial institutions, including the Ministry of Justice, General Prosecutor’s Office, State Prosecutorial Council and Judicial Training Centre and also with members of the Ethics and Integrity Commission of the State Prosecution Service and members of the Association of State Prosecutors of Slovenia.

The visit organised in co-operation with the Ministry of Justice of the Republic of Slovenia allowed for the sharing of knowledge, experiences and lessons learned among the judicial stakeholders from Montenegro and Slovenia, with respect to prosecutorial legislative framework and prosecutorial ethics and integrity, within the overall context of the enlargement process for Montenegro and the Western Balkan region. Moreover, collaboration between the national associations of state prosecutors from Montenegro and Slovenia was established and should be formalised in the near future.

The visit was conducted within the action “Accountability and Professionalism of the Judicial System in Montenegro”, which is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
