State prosecutors from across Montenegro came together for a hands-on "Training Needs Assessment Workshop," to pinpoint skill gaps and plan targeted training to enhance their effectiveness in today’s evolving legal landscape. The workshop marked a significant step forward in strengthening the abilities of prosecutors, advisers and other justice professionals.
A new tailor-made framework and tools were introduced to help prosecution offices, including basic, high, Special and Supreme State Prosecution Office, better assess and address their training needs. Participants engaged in a series of exercises, discussions, and expert-led sessions to reflect on current training needs assessment, identify gaps in that process, and prioritize areas for future training, including those related to digital evidence, crypto currencies and gender-based violence.
Through the workshop, participants gained insights into the broader systemic challenges that are undermining quality contribution of the Prosecutorial Council and State Prosecution to the system of judicial training planning and delivery. Victim-Centered approach was particularly emphasized, especially in cases involving vulnerable groups, minors, and marginalized communities.
The outcomes of the workshop will guide further efforts of Judicial Training Centre in designing and implementing training programmes tailored specifically for prosecutors and advisors. The actionable insights gathered from this workshop will help ensure that these programmes are more relevant, practical, and impactful for professionals in the prosecution service.
The activity was implemented under "Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro" which is part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye, in close collaboration with WBROLI, Judicial Training Centre and Supreme State Prosecution Office.
