Geri Purchase of consultancy services: local experts in the field of combating discrimination, anti-racism, hate crime and hate speech in Serbia

The Council of Europe started implementing the joint European Union and Council of Europe action “Combating discrimination and promoting diversity in Serbia” on 1 January 2023. The action is part of the joint programme “Horizontal Facility for the Western Balkans and Türkiye”. In that context, it is looking for Provider(s) for the provision of consultancy services to be requested by the Council on an as needed basis.

Providers should have experience on European standards and practices in the following areas:

  • General combat of discrimination, including on the different protected grounds as included in the grounds addressed by ECRI (“race”, ethnic/national origin, colour, citizenship, religion, language, sexual orientation, gender identity and sex characteristics);
  • The protection of the rights of persons belonging to national minorities in line with the standards set in the Framework Convention for the Protection of National Minorities; and diversity management in general.
  • Combating hate speech through improving the legal and policy framework, the empowerment of relevant bodies/institutions and by raising awareness among the general public about its negative effects;
  • Conducting research and data collection on discrimination-related topics to support institutions and inform evidence-based policy.

Requested expertise is on the following matters: legislative and policy support; trainings and capacity building; raising awareness initiatives.
