Training Needs Assessment of judges and state prosecutors successfully completed in Montenegro

In order to better prioritise the training needs of judges and prosecutors in Montenegro, a new Training Needs Assessment Methodology was developed and presented on 30 November 2021 under the action “Accountability and professionalism of the judicial system in Montenegro”.

In the previous two months, the Judicial Training Centre of Montenegro (JTC) piloted a comprehensive approach in conducting training needs assessments, as per the newly adopted Methodology.

The assessment was carried out in the period October - November 2021, through the use of various quantitative and qualitative research tools and methods, including online surveys, focus groups sessions, interviews and review of legislation, reports and strategic documents. Based on the data received, the Training Needs Report was developed with the support of Council of Europe consultants and presented to members of the JTC's Steering Committee, Programme Council and Secretariat, at the workshop held in Petrovac on 30 November - 1 December.

The Report provides valuable inputs for the creation of General Annual Training Programme, as well as of the initial and continual training programmes.

The Training Needs Report and Methodology were prepared under the action “Accountability and professionalism of the judicial system in Montenegro” which is part of joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkan and Turkey 2019 – 2022”.
